Victoria’s practice focuses on planning, environmental and administrative law.

Victoria advises local councils and private clients on a wide range of planning matters including the interpretation of environmental planning instruments, the preparation and negotiation of planning agreements, the assessment of development applications, as well as the enforcement of planning legislation.  Victoria has experience acting for local councils and private clients in civil and criminal litigation in the ACT Civil and Administrative Tribunal, the NSW Land and Environment Court, the NSW Local Court and the ACT and NSW Supreme Courts.

Victoria enjoys providing advice on a range of administrative law issues, including on the validity of council decisions, access to government information (including GIPA applications) and the delegation of council functions.

Victoria has also acted for acquiring authorities in a number of acquisitions and enjoys assisting local councils to negotiate the acquisition of land or an interest in land, or to navigate the compulsory acquisition process.

Victoria joined BAL Lawyers in May 2017, was admitted to practice in the ACT Supreme Court in 2018 and was promoted to Senior Associate in July 2023. Victoria received the University of Canberra Medal for the Faculty of Business, Government and Law and the ACT Supreme Court Judges Prize. Victoria also received a number of academic prizes throughout her studies, including the BAL Lawyers Environmental and Planning Law Prize.
