With close to 40 years’ experience in administrative law and dispute resolution, Alan has pursued a professional focus on planning, environment and local government law in both NSW and the ACT. Together with the other members of BAL’s team of lawyers, he delivers Planning, Environment and Local Government legal services to more than 16 councils across South Eastern New South Wales. 

Alan approaches clients with the care to listen and act in consideration of the best outcomes practically available. He is an accredited specialist in Planning and Local Government Law and an accredited mediator.  His strengths as a communicator are brought to bear on his interactions with his team, colleagues and have yielded mutually trusting client relationships. 

Alan has lectured in Environmental Land Use and Sustainability Law at the Australian National University and has been actively involved in local and national legal professional bodies.  He has served as both the ACT and National President of the National Environmental Law Association, as the President of the Australian Institute of Administrative Law and Chair of the ACT Environment Protection Technical Advisory Committee.

Alan holds the degrees of Bachelor of Laws (Honours) from the University of Technology Sydney (1982) and Master of Environmental Law from Australian National University (ANU) (1997).  He was recognised as the Australian Financial Review Best Lawyer Canberra Planning and Environmental Law in 2017 and was included in the Doyles List of Australia’s Top 25 Planning and Environmental Lawyers. Alan was included in the 2020 Edition of The Best Lawyers in Canberra for Government Practice and Planning and Environment Law.
